Recruitment Notification No. 01/2023,   dated: 27-05-2023

Online applications are invited from the eligible woman candidates for filling up of 1358 vacant posts of teaching staff in all the Kasturba Gandhi Balika Vidyalas (KGBVs) located across the State of AP purely on contract basis for the academic year 2023-24.

The interested  and  eligible woman  candidates  only  can  apply  through online www:: apkgbv.apcfss.in as per the schedule given below:

Fee :: Rs. 100/- should be paid for processing charges through the payment of APCFSS

  • Age Limit:

A candidate should not cross 42 years of age as on 01-07-2023. However, in case of SC/ST/BC candidates the maximum age limit shall be 47 years and in case of differently abled candidates the maximum age limit shall be 52 years. For Ex-service women the maximum age limit is 45 years.

3. Educational Qualifications:

a. Principal:

Must possess any Post-Graduation Degree from UGC recognized University with at least 50% of marks in aggregate for OCs; 45% for BCs; 40% for SC/ST/Differently abled persons.

And

Must possess B.Ed., from NCTE / UGC recognized University.

  • Post Graduate Teachers:
  1. Academic Qualifications:

Must possess two –year Post Graduate Course from the Regional  Institute  of  Education of NCERT or Master’s Degree from  UGC  recognized  University  with at least 50% of marks in aggregate for OCs; 45% for BCs; 40% for SC/ST/Differently abled persons in the relevant subjects as specified as under:

  • PGT(English)- M.A., in English
    • PGT (Telugu) – M.A in Telugu
    • PGT(Civics)-M.A., in Political Science/Public Administration.
    • PGT(Commerce)- M.Com., in Commerce with Accountancy/Cost Accounting/ Financial Accountancy as a main subject/Master of Financial Analysis provided  having B.Com in Graduation level.

Note: Holders of M.Com in Applied/Business Economics are not eligible for the    post of PGT-Commerce.

  • PGT (History) – M.A in History
  • PGT (Economics)- M.A., in Economics/ Applied Economics/Business Economics/ Rural Development/ Mathematical Economics/ Econometrics.
  • PGT (Maths)-M.A.,/ M.Sc., in Mathematics/ Applied Mathematics/ Statistics/ Applied Statistics/ M.Sc., with Pure Mathematics/ M.Sc., Maths & Computer Science/ Advanced Operational Maths and must study mathematics as a subject at their graduation level.
  • PGT(Physics) – M.Sc., in Physics/Electronics/ Applied Physics/ Nuclear  Physics/ M.Sc (Tech) Engineering Physics with any specialization /M.Sc., (Tech) Instrumentation/Space Physics/M.Sc.   1. PGT (Agriculture):

Must possess a degree in diploma in Sericulture or B.Sc Agriculture or a II class Intermediate (Vocational Courses) in crop production / Sericulture with practical experience of one year as the case may be.

  • PGT (Accounting & Taxation):

M. Com with specialization in Taxation in recognized university affiliated to UGC .

  • PGT (CSE):

BE/ B.Tech (CSE) or AMIE in computer Science. (or) B.E/ B. Tech (IT) in recognized university affiliated to UGC .

  • PGT (PSTT):

Must possess M.Sc (Home Science) with specialization in child Psychology and  Human Development and Family Studies in recognized university affiliated to UGC .

(or)

Must  possess  B.Sc  (Home  Science)  with  P.G   diploma  in Child Development    in recognized university affiliated to UGC .

(or)

Must possess B.Sc (Home Science ) with P.G diploma in Early Child Education in recognized university affiliated to UGC .

(or)

Must possess M.A Child Care and Education in recognized university affiliated to   UGC .

(or)

Must possess M.Sc (Psychology) can be considered provided they have done school psychology/ child psychology as one of the subjects in PG.

  • PGT(MLT):

Must possess MBBS/ BHMA/ BAMS/ B. Pharmacy  in recognized university affiliated  to UGC

(or)

Must possess M.Sc (Micro Biology)/ M.Sc (Bio- Chemistry) or an equivalent Qualification in recognized university affiliated to UGC .

  • PGT(MPHW) :

Must possess B.Sc (Nursing) of 4 years duration in recognized university affiliated to UGC .

  • PGT (GFC) :

Must  possess  M.A (Rural Development), M.Sc (Agriculture ) with agriculture economics specialization of 4 years duration in recognized university affiliated to UGC

  • PGT (Retail Management) :

Must possess master’s degree in commerce ie M.Com Marketing as the main subject or one of the subsidiary subject from the recognized university.

(or)

Must possess M.B.A having marketing as main subject or one of the subsidiary subject from the recognized university.

Contract Residential Teachers (CRT) :

Academic and Professional Qualifications:

Must possess four year integrated degree course from the Regional Institute of Education of NCERT with at least 50% marks in aggregate or Second Class Bachelor’s Degree from the UGC recognized University with at least 50% of marks  in aggregate for OCs, 45% for BCs and EWS,

40% for SC/ST/Differently abled persons in the concerned subject(s) in aggregate including electives  and  Languages in the combination of subjects specified and must possess B.Ed qualification recognized by NCTE (or) equivalent degree with methodology in the concerned subject from UGC recognized University / in case of CRT-Telugu and Hindi, Pandit Training from a recognized institution as specified under:

  1. Contract Residential Teacher (Telugu):

A Bachelor’s Degree with Telugu as the main subject (or) one of the three equal optional subjects/Bachelor’s Degree in Oriental Language in Telugu (B.O.L) or itsequivalent/ a post Graduate Degree in Telugu.

  • Contract Residential Teacher (Hindi):

A Bachelor’s degree with Hindi as one of the full elective subject  /  Bachelor’s Degree in Oriental Language in Hindi (B.O.L) / Praveena of Dakshina Bharat Hindi Prachar Sabha / Vidwan of Hindi Prachara Sabha, Hyderabad/ any other equivalent recognized qualification in Hindi (BA degree Standard)/ Post Graduate Degree in Hindi

f. Contract Residential Teacher ( Biological Science) –

A Bachelors Degree with Botany and Zoology as optional subjects or one of the two as main and the other as subsidiary subject.

OR

A Bachelors Degree with any two of the following subjects as optional subjects or one as the main subject and other as subsidiary/ ancillary subject:

Public Health / Human Genetics / Genetics / Bio-Chemistry / Environment Science / Micro-Biology /Bio-Technology/ Industrial Micro-biology/ Agriculture/ Food Technology/ Fisheries/ Nutrition/ Geology/ Sericulture  /Horticulture/  Forestry/ Poultry.

Note: Regarding academic qualifications, a Candidate who studied one subject at Degree level and the second subject at Post Graduation level is also eligible to  apply.

g.  Contract Residential Teacher (Social Studies):

A Bachelors Degree with any two of the following subjects as optional subjects (or) one of them as a main and any other one as a subsidiary subjects:

History / Economics / Geography / Political Science / Public Administration / Sociology / Social Anthropology / Ancient Indian History Culture & Archaeology / Anthropology/ Social Work/ Philosophy/ Psychology.

OR

B.Com. with any four of the following subjects:

Commerce / Economics or Business Economics / Business Organization and Management / Statistics or Business Statistics  or  Quantitative  Techniques/ Financial Services or Banking and Insurance / Accountancy or  Financial  Accounting/ Fundamentals of information Technology. /Computers

And

B.Ed. Degree with Social Studies / Social Sciences / Geography / History / Politics / Political Science/ Economics as a methodology subject.

  • Contract Residential Teacher (Urdu ) :

Must possess a Bachelor’s Degree with Urdu as the main subject or one of the three equal optional subjects or Bachelor’s Degree in Oriental Language in Urdu (B.O.L) and B.Ed. with Urdu as methodology or Urdu Pandit Training or its equivalent from the recognized university.

  1. P.E.T QUALIFICATIONS

Must possess Intermediate from the Board of Intermediate Education, Andhra Pradesh (or) Equivalent course recognized by Board of Intermediate Education, Govt. of A.P., with at least 50% of marks in aggregate for OCs, 45% for BCs, 40% for SC/ST.

or

Graduation Degree from UGC recognized University with at least 50% of marks in aggregate with at least 50% of marks in aggregate for OCs, 45% for BCs and EWS, 40% for SC/ST

and Must  Possess  under  graduate      diploma   in  Physical   Education (U.G.D.P.Ed) recognized by NCTE or B.P.Ed/M.P.Ed recognized by NCTE.

Note : Differently abled persons are not eligible for the post of PET.

  1. Medium of Instruction:

English is the medium of instruction in all KGBVs. However, the candidates who pursued their studies in both English, Telugu and Urdu Medium are also eligible to apply as per their educational qualifications to the concerned posts.

Note: However, the candidates should study English as one of the subject upto graduation level.

  • Selection Procedure:

All selections will be made purely on merit basis duly awarding weightage for the academic performance of the candidates for both academic and professional qualifications.

The  merit  in  both  academic  and professional qualifications  for the post of Principals, CRTs, PGTs and PETs posts shall be calculated for 100 marks  as detailed below.

a. Merit calculation for the post of Principal and PGTs:

Calculation of weightage/ Merit

If a candidate secured 450 marks out of 600 in SSC Exams, then the weightage shall be calculated as 450/600 x 10= 7.5 marks

As well the secured marks in Intermediate is 755, out of 1000, then the weightage shall be calculated as 755/1000 x 10 = 7.55

For degree, if the secured marks is 825, out of 1000, then the weightage shall be calculated as 825/1000 x 12 = 9.90

For PG, if the secured mark is 800, out of 1000, then the weightage shall be calculated as 800/1000 x 30 = 24.00

For B.Ed. if the secured mark is 875, out of 1000, then the weightage shall be calculated as 875/1000 x 15 = 13.125

If a candidate working in KGBVs for the past ten academic years, she will be given 5 marks @ 0.50 marks per each completed year.

If a candidate completed six months or above in an academic year, the same shall be calculated as one year.

If the candidate has worked for below 6 months, the same shall not be considered as a completed year and in any case, no weightage shall be given for such period.

Skill Test marks are 9. In this case, the total secured marks by an individual is 76.075.

Note:- In case of dismal points it shall be considered up to three digits only

VI. The details of District-wise vacancies:

The vacancies for the post of Principal across the State are 92, CRTs – 374, PETs – 46, and PGTs – 846 and total no. of vacant posts are 1358. The details of district wise, post wise, subject wise and roaster wise can be seen at Annexures.

The no. of vacancies may increase or decrease as on the date of finalization of recruitment and subject to the need in that particular subject.

VII. District Level Committee:

  1.    A committee under the Chairmanship of the Joint Collector constituted at district level shall take up the initiation of recruitment in their respective  districts as per the guidelines issued by the State Project Director, SS, A.P., The committee comprising the following members:

  • The Rule of Reservation as prescribed in the A. P. State Subordinate Service

Rules, 1996 laid under rule 22 shall be followed for every post and cadre.

Note: 1.Roster points for all posts will be arranged category wise, subject wise from the State office. All selections should be made as per the rosters arranged by the State office without any deviation.

  • Since all KGBVs are girls educational institutions, hence the rosters earmarked for general candidates should also filled with women candidates of that particular community.
  • All posts which earmarked for particular community should be filled with the same community only. However, in case of non-availability of candidates in a particular community, then the following system to be followed for filling of all posts.
  • Special Guidelines for filling up of all posts:
  • If ST candidates are not available, then the same shall be filled with SC, if SC is also not available, then filled with BC- A,B,C,D,E candidates respectively, if BC candidates are also not available, then the same posts shall be filled with OC candidates.
  • If SC candidates are not available, then the same shall be filled with ST, if ST is also not available, then filled with BC- A,B,C,D,E candidates respectively, if BC candidates are also not available, then the same posts shall be filled with OC candidates.
  • In case of BC-A candidates are not available, then the same shall be filled with the other groups of BC ie.,B,C,D,E respectively and if the candidates are not available in the other group of BC, the then the same shall be filled SC, ST/OC respectively.
  • In case of differently abled candidates PH/VH/HH if no candidate is available in particular sub-group of differently abled rosters, then the same will be filled other sub-groups among PH category. If no candidate available

in the PH sub groups, then the shall be filled OC candidates.

  • In case Ex-service women candidate is not available, then the posts can be filled up O.C. candidates.

d)   Guidelines for district level committee for conduct of Skill Test:

Total marks for communicative skills are 15. The district level committee shall observe the following abilities by conducting skill test.

Communicative skills of the candidate in English Behavioural approach and confidence during the skill test

Academic knowledge and command in their respective subjects. Demo/ Model lesson.

Understanding and awareness of recent happenings.

The committee should test the candidates in the above mentioned five areas duly allotting maximum of 3 marks per each area.

The candidates who are attended to the skill test are eligible to award minimum of 6 marks.

VIII. Role of District Level Committee:

  1. Call for the shortlisted candidates for certificates verification
  2. Certificates verification in r/o academic / professional qualifications, experience, disability, caste etc.,
  3. Conduct of skill test / model lesson / communication skill as per the  schedule given by State Office.
  4. Finalization of merit list and communication to the selected candidates.
  5. Issue of contract appointment orders to the selected candidates.
  6. Enter into Agreement with selected candidates on contract basis
  7. Furnish the list of selected candidates to the state office.
  8. Communication to State Office, if genuine meritorious candidates are not found in the given 1:3 ratio shortlist.
  9. Issue of paper notification at district level as per schedule.
  10. The district level committee should ensure that 1:3 ratio of participants for skill test for all posts.

IX.  Certificate of verification for shortlisted candidates:

  1. Preliminary shortlist will be prepared by the State Office for every post @ 1:3 ratio considering the certificates uploaded and merit confirmed by the candidates.
  • The list of shortlisted candidates will be furnished to the respective erstwhile districts for verification of original certificates/ experience certificate / disability / caste.
  • Experience Certificates except KGBVs are not allowed.

X. Role of State Office:

  1. Issue Paper Notification as per schedule.
  2. Preparation of online application and make it available in the website.
  3. Preparation of short list for all posts at @ 1:3 ratio.
  4. Furnish the details of shortlisted candidates to the districts
  5. Furnish the details of additional candidates to the district, if the genuine merit candidates not found in the 1:3 ratio.
  6. Preparation of district wise post wise roster points

XI. Honorarium:

Fixed honorarium will be paid per month to the post of Principal @ Rs. 34,139/-, for CRTs @ Rs. 26,759/-, PGTs @ Rs. 26,759/-, and for PET @ Rs. 26,759/-and no other allowances shall be paid. However Government decision is final to reduce or increase in the honorarium.

XII. General Guidelines:

  1. All the posts shall be filled up with female candidates only.
  2. No person shall be eligible for any post unless she is above 18 years and below 42 years of age as on 1.07.2023. However, in case of SC/ST/BC candidates the maximum age limit shall be 47 years and in case of physically challenged candidates the maximum age limit shall be 52 years and 45 years for Ex-service women.
  3. The physically challenged candidates, who have not less than 40% of disability in the relevant area as per the G.O.Ms.No.68, School Education (Exams) Department, dated: 26.10.2018, shall only be eligible for claiming age relaxation and rule of reservation.
  4. If any clarification is required with regard to the qualifications, except PGT (Vocational), the G.O.Ms.No.68, School Education (Exams) Department, dated: 26.10.2018 shall be final. With regard to PGT (Vocational), the guidelines issued by the Board of Intermediate, AP shall be considered. In respect of PGT(Vocational) Memo.No Ser. II .B- 2/22324/2012 Dated: 05.06.2012 issued by CIE, AP and GO Ms. No79 Higher Education Dated: 25 .11.2002
  5. Since English is the medium of instruction in all KGBVs , the applicants should have capability to teach only in English Medium.
  6. However, even after selection, if found incapable in teaching, submission of false documents, misbehaviour with students, the services of such individual may be terminated at any time without prior notice in this regard.
  • The erstwhile district is the unit for applying and appointment for all cadres of posts.
  • If two or more candidates have secured same marks in the merit then the first priority will be given to the elder one. If date of birth is also same, then highest marks in graduation for CRTs, highest marks in post- graduation for Principals and PGTs and highest marks in Intermediate for PETs will be considered.
  • The candidates who have not attended for skill test are not eligible for final selection.
  • No one candidate is allowed to apply to more than one district.
  • The candidates of newly established districts can apply in their erstwhile districts.
  • All posts are district cadre posts and should be filled in with local candidates only. Candidates are advised to apply in their local districts only.
  • The candidate who have interest to apply to this posts should upload all documents without fail. If any candidate failed to upload the relevant documents her candidature summarily be rejected.
  • The candidates, who were terminated earlier on disciplinary grounds and on severe allegations are not eligible to apply in this recruitment.
  • The candidates, who wish to claim EWS quota must furnish the income certificate below Rs. 8.00 Lakahs per annum issued by the competent authority.

XII. Contract conditions:

All the appointments issued under this notification is purely on contract and temporary basis.

The individuals shall not have any right to seek regularization / Minimum Time Scale / Enhancement of honorarium.

The performance of the individual will be measured based on their achievements, results, Lesson plans, dairy writing, and behaviour with the students and staff.

The appointing authority shall have right to terminate the un-satisfactory performance candidates at point of time without any prior notice.

XIV.  Local status:

The candidates, who have studied 7 consequent years from classes 4th to  10th in a particular district shall be considered as local candidate. If in case, one candidate studied 3 years in one district and 4 years another district, the

period in which district has studied 4 years shall be considered as local candidate to that particular district. In case of private candidates studied in un-recognized schools they have to furnish residence certificate issued by the Tahsildar of the concerned mandal duly specifying the period of residence from starting year to ending year prior to completion of SSC certificate.

XV.  Appellate Authority:

The District Collector is the Appellate Authority in connection with the recruitment of teaching staff of KGBVs ie., merit, roaster, caste, disability, experience etc.

XVI.  Agreement:

The Additional Project Coordinator, SS shall enter into an agreement with the candidates selected by the District Level Committee purely on merit for one year for the academic year 2023-24 on Rs. 100/- Bond paper.
